According to previous national regulations, wind power projects with an installed capacity of more than 50,000 kilowatts are uniformly approved by the state. Wind power projects with an installed capacity of less than 50,000 kilowatts are subject to examination and approval by local governments, and must be submitted to the National Development and Reform Commission for the record. In order to circumvent the cumbersome procedures of national examination and approval, the company started the rapid development of the large project into a small number of 49,500 and 49,900 kilowatts of small projects and submitted the "4.95 Phenomenon."

It is understood that at present, only a few projects under construction and planned wind power projects with a total installed capacity of about 60 million kilowatts reported by various localities have undergone unified national examination and approval. The installed capacity of these projects only accounts for nearly 10% of the total installed capacity. Due to the lack of plans for coordinated development with the power grid, many wind farms that have been approved by local governments have occasionally experienced fan idleness.

According to reports, the national competent authorities are formulating regulations governing the examination and approval system for wind power projects, and the methods will be clear. Local governments must obtain a reply from the National Energy Administration before approving wind power projects with an installed capacity of 50 MW or less. .

An authoritative source from the National Energy Administration stated that at present, the Energy Bureau is indeed making plans to regulate the operation of wind farms, but there has not been any specific policy for the “4.95 phenomenon”.

According to the person in charge, wind power projects, as reported to the Energy Bureau for approval, must be submitted to the Ministry of Land and Resources, the State Grid Corporation of China, and the Ministry of Environmental Protection for approval of the land, power grid, and environmental protection. "The core issue is still the issue of unified planning, and approval is the second one."
