Application Scope and Conditions (1) Apply for products as high-efficiency lighting products, including specific product names and products for energy-efficient runners. Specifications meet special requirements (see Annex 1). (2) The products that apply for the energy efficiency leader of lighting products must meet the following requirements: 1. Within one year from the date of publication, the shipments of individual product specifications in mainland China meet the special requirements (see Annex 1). III. Organization and implementation (1) The National Development and Reform Commission, the Ministry of Industry and Information Technology, and the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) organize the product declaration and selection of energy-efficient products for lighting products, determine the scope and conditions for applying for products, apply for enterprise conditions, and implement the energy efficiency leader system for lighting products. Special requirements (see Annex 1) and selection criteria (see Annex 3). Local energy conservation authorities, industrial and information administration departments, and quality and technology supervision departments shall organize local enterprises to declare. (2) The applicant company fills in the application report of the energy efficiency leader of the lighting product as required (see Attachment 2) and submits the application materials. The number of models applied for the product meets the special requirements (see Annex 1). (3) The applicant enterprise shall submit the application materials to the provincial-level energy-saving competent department, the competent department of industry and informationization, and the quality and technical supervision department at the locality, after being examined by the provincial-level energy-saving competent department, the industrial and informationization department, and the quality and technical supervision department. For products that have no objection to the publicity, the National Development and Reform Commission, the Ministry of Industry and Information Technology, and the General Administration of Quality Supervision, Inspection and Quarantine announced the annual lighting product energy efficiency leader, product specifications, models, energy efficiency indicators and standards. (6) Enterprises shall actively organize the promotion of energy-efficient front-runners in accordance with the requirements of the commitments, and ensure the production, market supply and after-sales service of energy-efficient front-runner products. (7) The promotion of energy-efficient runners' products shall be assessed on an annual basis. After the catalogue is published for one year, the company shall submit the lighting product promotion leader's promotion report (see Annex 4) to the National Development and Reform Commission within three months. (8) The energy-efficiency front-runner declaration and selection will be organized once a year, and the products of the same model can be repeatedly declared in different years. Incentives (1) The state encourages technology research and development, publicity and promotion of energy-efficient front-runner products, giving honorary rewards and policy support to energy-efficient front-runners, and providing appropriate policy support for energy-efficient front-runners in all countries. Product promotion creates a better market space. (2) The State will incorporate the runner-up products into the government procurement list of energy-saving products and implement priority procurement. (3) The fixed assets investment project is preferred to use energy efficiency leader products. (4) The energy-saving renovation project supported by the central infrastructure investment and the central financial fund will give priority to energy-efficient front-runner products. (5) The state establishes a mechanism for linking energy efficiency front-runner indicators with mandatory national standards. According to the development of energy-saving technologies for efficient lighting products and changes in market energy efficiency levels, energy efficiency leader indicators are included in the energy efficiency standards for such products in a timely manner. (6) The state will increase publicity efforts, organize the launching of energy-efficient front-runners' conferences and promotion conferences, focus on promoting energy-efficient front-runner products and related enterprises, establish benchmarks, promote typical models, commend advanced, and create a good atmosphere for system implementation. Local publicity and promotion mechanisms will be established to increase the promotion and promotion of energy-efficient front-runner products. VI. Supervision and Management (1) The National Development and Reform Commission, together with the Ministry of Industry and Information Technology and the General Administration of Quality Supervision, Inspection and Quarantine, commissioned a third-party agency to conduct an information check on the promotion of energy-efficient front-runner products, and conduct supervision and spot checks on product energy efficiency and other quality performance in accordance with Annex 3. . The third-party testing organization shall strictly follow the relevant regulations and conduct testing according to the testing methods and requirements stipulated in the mandatory national standards for energy efficiency to ensure that the testing process and results are objective, fair and accurate. (3) To supervise and check the energy-efficiency leader products whose quality is unqualified, and cancel the qualification for the next year's application, and expose it. (4) It is strictly forbidden to forge or use the energy-efficient leader's logo, and to use the energy-efficiency leader's logo to make false propaganda and mislead consumers. Enterprises that provide false materials and carry out false propaganda will be included in the negative list, and they will not be allowed to apply for energy-efficient products for terminal energy products within three years. For enterprises that have not completed the promised shipments and have not submitted the promotion report on time, the qualifications for the next year's declaration of such products will be cancelled. For testing institutions that issue false reports, the test results issued by them will no longer be accepted within three years. VII. Supplementary Provisions (1) The validity period of these Rules is 5 years. (2) These Rules shall be implemented as of the date of promulgation.
