Post Office Strengthens Postal Industry Planning

On August 12th, Ma Junsheng, the director of the State Post Bureau, presided over the meeting of the Director General to discuss and consider the adoption of the Guidance Opinions on Strengthening the Planning of the Postal Industry (hereinafter referred to as the “Guidance Opinions”). The "Guiding Opinions" aims to guide the provincial postal administrations of various provinces (autonomous regions and municipalities) in the integration of the three-tier postal management system, to better plan the planning of the work, to identify the positioning of the work, and to coordinate the management functions.

The "Guiding Opinions" pointed out that the industry planning work must consistently reflect the requirements for scientific development, the requirements for overall consideration, the requirements for pioneering and innovation, and the requirements for social participation, and must do a good job in the preparation and implementation of the plan. The provincial (district, city) postal administrations must clearly define their work functions, strengthen organization and leadership, raise the level of planning, and ensure personnel funding in the planning work, and gradually form a planning work system that is unified in deployment, hierarchically responsible, and organically connected.

The meeting also reviewed and adopted the "2012 Post Universal Service Supervision and Management Report." In 2012, the general postal service was developing steadily, but the level of service quality had yet to be improved and the balance of development needed to be strengthened.
