Nanjing notified eight companies that exceeded the standard

A few days ago, the Nanjing Environmental Protection Bureau announced the monitoring results of the state's key monitoring of pollution source companies in the second quarter of this year. Eight of the polluting enterprises were notified of excessive discharge, including four sewage treatment plants.

The pollution sources of the eight key enterprises in the Blacklist of the eight companies refer to enterprises with large pollutant emissions and located in environmentally sensitive watersheds and regions. At present, the Nanjing Environmental Monitoring Center Station has been expanded to a comprehensive application platform for on-line monitoring of pollution sources. There are 74 sets of on-line monitoring equipment for waste water and waste gas and 53 sets of on-line monitoring equipment, and a total of 127 online monitoring sites. According to the relevant regulations of the Ministry of Environmental Protection, the state key monitoring companies must install on-line sewage monitoring equipment, and the chemical oxygen demand (COD) and sulfur dioxide real-time data are networked throughout the province. By the end of last year, 79 state-controlled enterprises in Nanjing had all installed a real-time monitoring and control system for sewage.

According to the requirements of the “National List of Key Controlled Enterprises in 2013”, Nanjing should monitor 23 key national wastewater control sources, 23 national key sources of exhaust gas emissions, and 42 sewage treatment plants to conduct supervisory monitoring and automatic monitoring equipment comparison and monitoring. Among them: Jintian Enterprise (Nanjing) Co., Ltd. and Nanjing Jinxing Brewery are permanently discontinued; Jiangsu Zhongshan Chemicals has ceased production and no waste water is discharged.

Among the 38 wastewater treatment plants, the indicators measured by the 34 wastewater treatment plants meet the corresponding standards and the compliance rate is 89.5%. Nanjing Jinzhou Chengbei Wastewater Treatment Co., Ltd., Nanjing Gaoxin Water Co., Ltd., Nanjing Xianlin Wastewater Treatment Plant and Nanjing City Water Supply Banqiao Co., Ltd. was notified because factors such as total phosphorus, total zinc, and chemical oxygen demand exceeded the standards.

In terms of waste gas and wastewater, Shanghai Baosteel Chemical Co., Ltd. Meishan Branch (Baoshan Iron and Steel Co., Ltd. Nanjing Chemical Branch) exceeded the standard factor of total nitrogen, and Nanjing Titanium White Chemical Co., Ltd. was in excess of total phosphorus; China National Chemical Industry Group Nanjing Chemical Industry Co., Ltd. The chemical oxygen demand of the comprehensive sewage treatment plant exceeded the standard; China Cement Factory Co., Ltd. failed to meet the emission standards, and the exceeding factor was particulate matter.

The pilot heavy metal online monitoring actually reported 19 data in the second quarter. The monitoring of the state-controlled key sources of wastewater was conducted in 19 outlets of 27 outlets, 16 outlets of 24 outlets were up to standard, and the compliance rate of enterprises and outlets were 84.2% and 88.9%, respectively. In the detection of exhaust gas, 17 key state-controlled sources, 45 outlets, 16 outlets, and 44 outlets met the standard, and the compliance rate of enterprises and outlets were 94.1% and 97.8%, respectively.

From the Nanjing Pollution Source Online Monitoring Center, we can see that the pollution emission situation of key pollution sources in Nanjing is clear at a glance. If there is any unusual or excessive pollutant emission in the company, the monitoring equipment will issue a red alarm message and transmit it to the environmental monitoring department through the network in a timely manner. Nanjing also piloted heavy metal on-line monitoring this year. Nanjing Keihin Carburetor Co., Ltd. in the Liuhe District is the city’s first heavy metal pollution monitoring site. The monitoring results showed that the indexes of the waste water and exhaust gas of Nanjing Keihin Carburetor Co., Ltd. all met the standard. The monitoring results of the pollution detection point of the only livestock and poultry breeding enterprise in Nanjing indicated that all the indicators measured by the company's wastewater were up to the standard.

On the other hand, the Nanjing Environmental Protection Agency will also send law enforcement personnel from August to work in key polluting enterprises in the city, and monitor pollution source emissions with factory-style law enforcement measures for 24 hours.

A series of interim control measures also started in August. Relevant departments have discharged 65 enterprises with high energy consumption, high pollution, severe disturbances, and odor emission from the petrochemical, iron and steel, building materials, cement, and power industries, and have been included in the list of temporary controls. During the Asian Youth Conference, a total of 27 pressure- and production-restricting companies were involved, including 10 power plants, 12 chemical companies, 2 steel companies, 2 cement companies, and 1 tobacco factory. Among them, Nangang and Meigang will respectively reduce the coke production load by 30%; Baoshan Chemical Meishan Branch, Nanjing Cigarette Factory will limit production by 50%; Nanjing Jiahe Daily Chemicals, alkylbenzene plants, Jintong Petrochemical and other companies will reduce production Load 30%. In addition, 38 industrial companies will stop production.
