Underwater blasting

I. General regulations

(1) When underwater blasting is carried out in navigable waters, the blasting construction notice shall generally be issued by the port and shipping supervision department together with the public security department three days before.

(2) The blasting work ship and its auxiliary ship must hang the signal (light number) as required.

(3) Before performing underwater blasting, the following tasks should be done:

1. The division of labor between the blasting command organization and the blasting personnel;

2. Inspection of the technical performance of the blasting work ship;

3. Transportation and storage of explosive equipment ;

4. Safety protection of ships, equipment, pipelines and buildings in hazardous areas;

5. The establishment of warning signs, prohibited signals, warning ships and sentries on dangerous borders;

6. Safety inspection in the blasting area (including collapsed rocks, dangerous houses, landslides, and explosives left in the water and electricity in the water).

(4) In addition to the duties specified in 1.12 of this regulation, the blasting operation shall be arranged according to the water level, flow rate, flow pattern, wind and waves of the blasting area.

(5) Blasting equipment that is resistant to water or water-repellent must be used for underwater blasting.

Blasting equipment used in deep water areas must also have sufficient pressure resistance or effective compression resistance measures.

(6) The medicine package and the primer package for underwater blasting shall be made in a special processing room or on a processing ship.

(7) The detonation kit shall only be carried by the blaster. When carrying the detonation kit on or off the ship or across the ship's side, the necessary anti-slip measures should be taken. When the ship is used to transport the detonation kit, violent waves and collisions should be avoided during the voyage.

(8) On-site transportation of blasting equipment and explosive charge packages shall be carried out by non-motorized and special ships. If it is shipped by motor boat, it must be protected against electricity, shock and heat.

(9) Personnel on the blasting operation vessel must wear a life jacket when working. When the life jacket cannot be worn, a corresponding number of life-saving equipment must be provided.

It is forbidden to blast the work ship by unrelated personnel.

(10) It is forbidden to use the fuse to detonate under water blasting.

(11) When using electric power to detonate, in each detonating medicine package, no less than two parallel electric detonators of the same plant and the same batch shall be placed. The electric detonator in the same group of networks should have a resistance difference of less than 0.2 Ω.

(12) The wires of the underwater electric blast network (including the main line and the connecting line) should be made of insulating rubber wire with sufficient strength, water resistance and flexibility. In the rapid water flow area, the main line of the blasting is relaxed. Attached to the main rope with small stretchability.

Should not use aluminum (or iron) core conductor wire electrically underwater blasting networks.

(13) Blind cannons should be dealt with in a timely manner; in case of blind cannons that are difficult to handle and endanger the safety of navigational vessels, the warning time should be extended and continued to be processed.

Second, underwater bare drug pack blasting

(1) The underwater bare drug pack (including the added material) should have sufficient specific gravity to ensure that the drug pack can be self-sinking without floating, and the surface of the drug pack should be well wrapped to prevent collision and friction with the reef (or by the explosive).

(2) The connection and addition of the bundled medicine package shall be carried out on a flat ground or wooden cabin board, and the force shall be uniform and the binding shall be firm.

(3) At the construction site, the bare drug packs that have been processed are allowed to be temporarily stored on special ships or on land outside the blasting danger zone, and special personnel are guarded, but they are not allowed to be stored overnight.

(4) Ships with stable stability and good quality shall not have sharp protrusions in the work space and on the outer surface of the ship's hull.

(5) It is forbidden to prepare for any live items in the working cabin of the drug extraction boat.
(6) During the blasting of the rapids section, the dosing vessel must be towed by a positioning vessel or a cable with a fixed end. The position of the positioning vessel should be set to control the displacement of the anchor.

(7) After the drug carrier leaves the place where the drug pack is placed, it is necessary to repeatedly check whether the medicine bag is hung outside the bottom of the ship and the rudder.

(8) It is forbidden to tow and hit the bare drug pack that has been put into the bottom of the water.

(9) The bare drug pack floats on the surface of the water or has other abnormal phenomena. It is strictly forbidden to detonate.

Third, underwater drilling and blasting

(1) The position of underwater drilling must be accurately determined and checked frequently.

(3) Underwater drilling and blasting, there must be reliable safety measures such as isolation of power supply and prevention of misalignment, and approval by the competent authority is required to drill while filling.

(4) The water level of the inland river varies greatly (including skyrocketing and violent). When the wind waves in the coastal or seaport exceed 6 and the wave height is greater than 0.8m, underwater drilling charges are prohibited.

(5) When drilling the medicine, it is necessary to pull the medicine bag and lift the rope, and cooperate with the medicine delivery rod. It is not allowed to throw the medicine bag directly into the hole from the nozzle or the orifice.

It is forbidden to forcibly punch the stuck drill bag.

When loading the medicine from the hole-protecting tube, the perforating tube should be lifted once for each medicine package. After the filling of the hole is completed, the tamper tube is removed from the surface of the medicine bag before the blockage is filled.

(6) When the submerged deep hole adopts the segmented charge, each segment shall be equipped with a primer pack. The wires of each primer should be clearly marked to prevent staggering.

(7) When lifting the casing (including the protection hole pipe) and moving the ship, care should be taken to protect the detonating wire. In the rapid flow of water, the wires of the orifice section are protected by wear-resistant materials.

Fourth, underwater diverticulum and rock plug blasting

(1) When the electric power is detonated, all the electric equipment such as the electric water pump must be evacuated to a safe place before the detonating body enters the drug room.

(2) It is advisable to use sand, gravel and cement slurry for the filling of the guide, and it is not advisable to use water as a packing.

(3) When the rock thickness is less than 10m, the excavation of the drug chamber shall comply with the following provisions:

1. The increment of each cycle shall not exceed 0.5m, the charge per hole shall not exceed 100 ~ 150g, and the amount of explosives per section shall not exceed 1.0 ~ 1.5kg;

2. Apply electric detonators or other non-electrical detonation methods for remote operation;

3. All personnel should withdraw from the tunnel before detonation;

4. The water surface of the outermost pharmacy guide is not allowed to be over-excavated, and the over-excavation of the remaining parts should be controlled within 10cm;

5. Safety inspection and measurement should be carried out in time after each blasting. Only after confirming safety is correct, can the excavation continue.

(4) The rock plug blasting operation must be carried out after the completion of the design of the tunneling project and acceptance of the experience.

(5) Before the start of the charging work, all electrical equipment and conductive equipment within 50m from the working face of the rock plug shall be evacuated.

(6) The lighting for filling and filling shall comply with the following provisions:

1. Only the insulated flashlight is allowed to be used in the drug room guide, and it should be managed by a special person;

2. Applying a searchlight for long-distance illumination within 50m from the working face of the rock plug;

3. In the tunnel outside the working face of the rock plug 50m, it can be illuminated by conventional methods.

(7) When charging, the drug room guide should be ventilated.
(Viii) rock plug blasting coal should be used to double electricity network, only the pre-hiatus allowed to use a single set of electrical explosion detonating cord network or the Internet.

(9) Cables for electric blasting networks should be cabled. There should be no joints for the end wires. If there are joints, sealing and waterproofing measures must be taken.

Reliable protection should be taken when the cable passes through the plugging section.

5. Icebreaking blasting (including reef under ice)

(1) The blasting section (class) of the ice-breaking blast shall be served by a blaster with experience in icebreaking.

(2) Ice-blasting blasting equipment that is resistant to freezing and water, such as non-water-resistant blasting equipment, should be waterproofed first.

(3) The ice layer around the protective material shall be manually broken. Under special circumstances, the small drug pack may be used for blasting after approval by the competent authority and the consent of the relevant department.

(4) When using the blasting method to eliminate blocked ice and ice platoons near the protected material, the amount of explosives blasted at one time shall be determined according to the solidity and safety distance of the protective material.

When a large flow of ice platoons (blocks) needs to be broken, it should be blasted upstream of the blocked river section or protection.

(5) A blaster who works from the ship to the ice layer should wear a life jacket, carry poles and wooden boards, and fasten the safety belt.

(6) When using a bare drug pack to blast the reef under the ice layer, the following provisions shall be observed:

1. The thickness of the ice layer should be greater than 50cm;

2. The processed bare drug pack can be transported by wooden sledge, but other items must not be mixed;

3. Marks should be placed near the ice holes and ice blocks formed by the excavation of ice holes or blasting.

6. Diving blasting

(1) Maritime salvage blasting, which is allowed to set up a temporary special compartment on the working vessel that meets the requirements for storage and processing of blasting equipment.

(2) For maritime transport blasting equipment, a motorized vessel conforming to the maritime class shall be used, and the packaging shall be in good condition and shall not be allowed to be dispersedly loaded and unloaded.

(3) In the case of ensuring the safety of personnel and ships, and having good lighting and communication equipment, it is allowed to perform blasting at night.

When the sea current is greater than level 6, blasting is prohibited.
(4) Explosives for diving blasting shall be placed by divers trained in blasting.
(5) Before the blasting operation, the explosives (such as wrecks, etc.) shall be tested. If there is flammable and explosive materials in the blasting materials, effective safety measures must be taken before blasting.

(6) Diving blasting must be carried out after the diver leaves the water surface and moves the working ship to a safe place.

(7) It is forbidden to carry out electric oxygen cutting, electric blasting or other underwater operations unrelated to blasting while diving blasting operations.

(8) The detonation line of the same blasting area shall be a bundle and shall be reinforced with ropes and fixed at the lower end to prevent entanglement with diving equipment or pipelines.

(9) Diving blasting should be initiated with a detonating tube. If electric power is used to detonate, the following provisions should be observed:

1. Apply metal shell electric detonator that is resistant to electricity and water;

2. The double-core shielded cable is applied to the main line of the detonation;

3. It is forbidden to use underwater lighting when placing the medicine pack;

4. The diver does not leave the water. It is not allowed to check the network resistance and connect the main line of the detonation.
