At present, the internal combustion engine is the largest oil-consuming industry in China. Controlling the fuel consumption of internal combustion engine products has become an important issue for the internal combustion engine industry to achieve sustainable development. However, with regard to the current standards for road vehicles in China, the requirements for fuel consumption limits for internal combustion engines have not been proposed. In addition, in the field of non-road mobile machinery, although the "non-road diesel engine fuel consumption rate, engine oil consumption rate limit and test method" standard was issued in 2012, this standard does not address the target value of the fuel consumption stage.

“The introduction of the fuel consumption standard will objectively propose the limited value, recommended value and target value of the fuel consumption rate of the internal combustion engine products, which not only solves the status quo of the internal combustion engine fuel consumption standards, but also further promotes the technical progress and transformation of the internal combustion engine industry in China. For the drafting process of the fuel consumption standard, Wei Anli said: “In 2009, when the association was commissioned by the National Development and Reform Commission and the Ministry of Industry and Information Technology to prepare the 'Twelfth Five-Year Plan', the fuel consumption standards of the internal combustion engine were taken into consideration. During this period, we consulted Some experts and scholars from Xi'an Jiaotong University, such as Professor Jiang Deming, agreed that China must begin to pay attention to the problem of fuel consumption. So far, we officially started the project. In 2011, we were responsible for the promotion of energy-saving and emission reduction of the internal combustion engine industry by the Ministry of Industry and Information Technology. On the basis of the “Guiding Opinions” strategic research topic, a standard framework structure and preparation guidelines were proposed for fuel consumption standards. Subsequently, the government also made a lot of efforts to this end. The Ministry of Industry and Information Technology also issued a document specifically to organize the relevant internal combustion engine manufacturers to collect the dynamic and economical performance of internal combustion engine products. , Environmental protection technology data, at the same time establish a comprehensive database of internal combustion engine fuel consumption." Thus, the promotion of engine fuel consumption standards has become a general trend.

In drafting fuel consumption standards, the China Internal Combustion Engine Industry Association also organized a drafting group of standards and related companies to carry out a large number of investigations, studies, and verifications. Wei Anli told the "Commercial Automotive News" reporter: "Combined with the distribution of different industries in the internal combustion engine industry, we conducted in-depth research on six administrative regions and held industry work conferences in Chongqing, Hangzhou, and Dalian respectively to seek opinions on the drafting of standards. In addition, the drafting group also went to Weichai, Yuchai, and CNHTC R&D centers and some colleges and universities to listen to opinions and suggestions. A large number of meetings on the drafting of standards and consultations were held, and finally, on December 24, 2013, the drafting group of standards was revised and improved according to the standard discussion paper to form a draft for standard consultation. The standards of developed countries are issued early and have good results

In fact, when China introduced the standard for fuel consumption of internal combustion engines, some developed countries have already taken the lead in high-profile development of fuel consumption standards and achieved remarkable results.

According to Wei Anli’s introduction, in 2011, the United States issued the “Standard for Medium-sized, Heavy-duty Engine and Vehicle Greenhouse Gas Emissions and Fuel Efficiency Standards”, and specified fuel efficiency and carbon dioxide emission limits for internal combustion engines and complete vehicles, respectively. At the same time, the standard also specifies different limits for fuel consumption and CO2 emissions in 2014 and 2017 for different models, and stipulates that the current measurement method for pollutant emissions should be used to measure and achieve a scientific link between the measurement methods for internal combustion engine emissions and fuel consumption.

In order to promote the implementation of the standard, the U.S. government has also promulgated ABT (Average, Accumulation, Trading) points system to encourage manufacturing companies to adopt new energy-saving and emission reduction technologies. It is understood that the implementation of the regulations will allow trucks and bus fleets to save more than US$50 billion in fuel expenses (mainly diesel), reduce greenhouse gas emissions by about 277 million metric tons, and reduce more than 500 million barrels of oil demand in 4 years. the amount.

In addition, in order to promote the improvement of fuel efficiency of road vehicles and non-road mobile machinery, the EU is currently referring to the practice of the United States to carry out research on the reduction of fuel consumption and carbon dioxide emission standards for internal combustion engines and associated devices. At the same time, in order to effectively promote energy-saving and emission reduction, the policy of reduction of purchase tax was implemented to encourage consumers to purchase vehicles that meet emission regulations in advance.

Japan's internal combustion engine fuel consumption standards are also very systematic, and they have implemented a leader system for energy-saving products. The system consists of six parts: the scope and type of product, the target age, the energy efficiency standard value of the leader, measurement, measurement methods, determination of achievement rate, and identification. At the same time, a voluntary energy labelling system was implemented. The government has given support and policy inclinations through energy conservation and energy conservation technology development projects, low-interest loans and guarantees, government procurement catalogs, and brand promotion. For enterprises that have not complied with the target age limit, the relevant punitive measures are stipulated.

“In terms of fuel consumption standards, developed countries such as the United States, Japan, and Europe are our examples. After the introduction of standards, the internal combustion engine oil consumption has been effectively controlled, which is worth learning from.” Wei Anli said.

Significantly established fuel consumption standards are imperative

Today, reducing the fuel consumption of internal combustion engines has become a consensus in the industry. From the national level, the government also attaches great importance to the issue of energy-saving and emission reduction of internal combustion engines. In the “National Plan for Addressing Climate Change in 2020”, the overall inflection point of carbon dioxide emissions was proposed. At the same time, the State Council has recently released a strategic plan for energy development. It can be seen that the establishment of an engine fuel consumption standard is imperative.

"Establishment of fuel consumption standards is an important measure to improve the quality of the environment and reduce carbon dioxide emissions. At the same time, it can effectively inhibit the continued increase in the dependence on foreign oil in China." Wei Anli said: "China has exceeded 50% of foreign oil dependence for 5 consecutive years." This is a very dangerous signal. For the sake of national energy security, we must set standards to control the fuel consumption of internal combustion engines. There is no escape route, and there is no alternative way to go."

In addition, Wei Anli emphasized that the fuel consumption standard is an important basis for government departments to carry out scientific management and supervision of internal combustion engine products. At the same time, it can provide consumers with fuel consumption information, guide consumers to purchase low-fuel-consumption and energy-saving internal combustion engine products, and can also encourage engine manufacturers to develop low-energy-consumption power products, promote the development of internal combustion engine energy-saving technologies, and accelerate the overall technical level of China's internal combustion engine industry.
